In the wake of a substantial raise in administrators' salaries, teachers in the El Rancho Unified School District on Tuesday submitted a contract proposal to the school board asking for salary increases of up to 23.5%.

The California School Employees Assn. also submitted a proposal calling for a 19% raise for classified employees, including aides and custodial and clerical workers.

The board is expected to respond to both proposals by March 26. Contract negotiations between the district and the El Rancho Federation of Teachers are scheduled to begin in May.

If the increase is granted for the 1985-1986 school year, salaries would range from $21,567 for beginning teachers, a 20% increase, to $42,054 for those with more than 20 years of service in the district, a 23.5% increase, according to Sid Apley, president of the union, which represents 500 teachers.

In addition, he said, the proposal asks for complete family medical, vision and dental coverage. Previously, teachers' health benefits were capped at $2,000.

Teachers also are asking for reductions in class sizes.

In September, 1984, teachers received a 13% raise. Their salaries now range from $17,972 to $34,045. In December, the district approved a $10,500 increase in administrators' annual salaries.

Supt. Tom Sakalis' salary, for example, increased from $60,000 to $70,500, or 17.5%. Assistant superintendents Norb Genis, Huey Nolin and Arthur Nevarez received salary increases of from $52,000 to $62,500, or 19%.
