A part-time lobbyist should be hired to represent the city's interests in Sacramento, the Escondido City Council has decided. By a 4 to 1 vote Wednesday, with Councilman Jerry Harmon opposed, the council initiated a search for a representative, who will be paid about $20,000 a year. City officials say a city the size of Escondido should have a part-time lobbyist to supplement the work done on behalf of the city by the League of California Cities. The city already retains a part-time lobbyist in Washington, D.C.
