U.S. Joins Prisoner Pact

STRASBOURG, France — The United States ratified a Council of Europe convention allowing prisoners to serve sentences in their home countries, the first time Washington has joined any international treaty of the 21-nation organization. The council announced Tuesday that Spain and the United States had ratified the treaty simultaneously, bringing to 16 the number of adherents.
