Fewer raids are being conducted by federal immigration agents seeking illegal aliens at Silicon Valley electronics plants while the government attempts to obtain greater cooperation from the companies. The U.S. Immigration and Naturalization Service office in San Jose said the approach had shifted to one of persuading employers not to hire undocumented workers after minority community figures complained that raids were creating tension.
