Commerce said Spain and Argentina dumped steel.

Steel pipe and tube products imported from the two countries for oil drilling projects have been sold in the United States at unfairly low prices, the Commerce Department ruled. The U.S. International Trade Commission must now decide whether to impose anti-dumping duties. The commission will examine whether the imports are substantially injuring the U.S. market. The Commerce Department investigation began after several American steel companies filed a petition in June, 1984, over imports of the products.
