The City Council has extended a moratorium on construction along the San Bernardino Freeway for 10 months. During that time, said assistant city administrator John Hemer, the city will conduct a study for a community redevelopment project area. The city's sixth project is expected to extend more than 2 miles on both sides of the freeway, covering about 700 acres. Last week the council redrew boundary lines to exclude Iglesia Ni Cristo Church from the project area because its congregation has tripled and intends to build a new sanctuary at Maine and Foster avenues.
