Jerry England has been named vice president of operations for Metropolitan Development Corp., Beverly Hills, a division of First City Properties. Most recently, England served as division president for Carlsberg Construction Co.

Scott E. Tracy, who joined Coldwell Banker in the corporate finance department in 1977, has been promoted to vice president and director of planning for Coldwell Banker Real Estate Group.

James S. Sterling, a vice president of Welton Becket Associates, Santa Monica, and director of business development for the firm, has been promoted to senior vice president.

Beverly Lynn Mount, a former manager of administration and corporate secretary with Western Gear Corp., has been appointed vice president of Genstar Mortgage.

James Gillette has been promoted to senior vice president of finance for Traweek Investment Co., Marina del Rey.

Vincent G. Maher, formerly vice president of corporate real estate for 20th Century Fox Film Corp., has been appointed vice president in the Los Angeles regional office of the Abacus Group.

Herbert Sterzer of Los Angeles has been awarded a Master, Real Estate Consultant designation by the National Institute of Real Estate Consultants.

Frank Hotchkiss, director of planning for the Southern California Assn. of Governments, has been appointed chair of the Advisory Council of Cal Poly Pomona's School of Environmental Design.

Robert Duff, vice president of First American Title Insurance Co., has been named to the standing committee of associate members of the National Assn. of Home Builders.

C. Jay Allen has been appointed vice president of engineering for Saffell & McAdam Inc., an Irvine-based contractor. He joined the firm from Samsung Construction Co., a general contractor based in Seoul, Korea.

Rodney R. Myers has been named construction manager for EastLake Development Co.'s Eastlake, 3,073-acre community in Chula Vista.

Bernadine Chwalek, formerly with Citicorp Person-to-Person Inc., has joined American Diversified Savings Bank, an affiliate of American Diversified, as corporate attorney.

C. Richard Hansen Jr., previously chief executive officer of Butterfield Securities, was named president of De Anza Securities Inc., the marketing subsidiary of De Anza Corp., Beverly Hills.

Robert E. Morgan has assumed the duties of general manager of Coldwell Banker Real Estate Finance Services, Los Angeles. David Shuirman, an investment specialist in the South Bay office of Coldwell Banker Commercial Real Estate Services, has been awarded the full designated status of Certified Commercial-Investment Member by the Realtors National Marketing Institute.

Richard Rotwein, formerly with Price Waterhouse in San Diego, has joined McKellar Development of La Jolla as assistant controller. Joan LoMonico has joined the firm as sales administrator, and Judy Wiggins is the new administrative manager of the five departments that recently relocated to the firm's Governor Plaza office building in San Diego.

Stanley H. Goodfriend, former president and chief executive officer of Western State Mortgage Corp., has joined Koss Financial Corp., Los Angeles, as vice president.

Les Levitan has joined George Smith Financial Services as associate director of loan originations. He was associated with Decisionix Inc. and the University Computing Co. Robert E. Sunness, a former vice president of the National Bank of North America in New York, has been named the firm's senior director of institutional placements.

Sunrise Co., Palm Desert, has recently promoted four department managers to vice presidency. They are Bill Iguchi, controller; Caron Lieber, memberships and rentals; Dennis Orsborn, golf course operations, and Joseph Swain, vice president of Sunrise Co. and its construction arm, the National Mortgage and Land Co.

Kenneth Leventhal & Co. has announced the admission of new partners to the firm, who include Joseph M. Knott and Traude Valachi, Los Angeles office, and Kenneth H. Townsend, Newport Beach office.

F. William Whyte and Dian Potter have been named associate vice presidents at Westside Commercial Group.

Bert A. Lindgren has joined the staff of Investor's Mortgage Service Co. as vice president, treasurer and chief financial officer at the corporate offices in Burbank.

Keith A. Anderson has been appointed general manager of Promenade Mall, Woodland Hills, by the Center Cos., Western Region operations, with headquarters in Minneapolis.

Leonard J. Caligiuri has been promoted to vice president/chief appraiser for all operations of Allstate Appraisal Services, Glendale.

Psomas & Associates has named four new officers in the company's Santa Monica headquarters. They are Jose M. Gama, Sharon Kaplan, Frederick Mueller, vice presidents, and Victoria Psomas, treasurer and controller.

David G. Ellsworth, a partner and head of the real estate department of Memel, Jacobs, Pierno, Gersh & Ellsworth, has been appointed to the Hazardous Waste Subcommittee of the Los Angeles County Solid Waste Management Committee.

Robert Rodriguez, a seven-year veteran with Augustine Realtors, Hollywood, has been appointed vice president of the new-homes division.

Peter Savage of Cuffaro Appraisal Services Inc., San Diego, and James Westcott of Westcott Appraisal, also in San Diego, have been awarded the Senior Residential Appraiser designation by the board of governors of the International Society of Real Estate Appraisers.

Catherine M. Schroeder has been named a regional vice president for Preferred Securities Corp., a Tarzana-based real estate syndication firm.

George Sheffler, a North San Diego County developer and realtor, has been awarded a Graduate Realtors Institute designation by the California Assn. of Realtors.

Hale Noelte has been named vice president and general manager of Sullivan Concrete Textures, based in Costa Mesa. He had been associated with Ben F. Smith Inc., El Monte.
