Arthur B. Birtcher, general partner of Birtcher, Laguna Niguel, has been elected to membership in the prestigious American Business Conference, a Washington, D. C.-based organization.

Livier Maria Ramirez, formerly with Los Angeles Federal Savings, has been appointed vice president of collections and foreclosures for Genstar Mortgage, Glendale.

Paul R. Shaevitz, senior vice president and chief financial officer of Swimmer Cole Martinez Curtis of Marina del Rey, also assumes the presidency of Design Supply Group, the firm's non-stocking furniture dealership.

Jim Nagle, senior vice president and director of operations for R & B Commercial Management Co., has been named president of the Century City Property Owners Assn. Others elected include Michael Strle (), general manager of the Century City Shopping Center, vice president; Joseph Honescko, senior vice president of the western region of JMB Realty Corp, treasurer, and Allison Cooper from Watts Industries, secretary.

Michael B. A. Nobbs, a vice president of Citicorp Real Estate Inc., has been named Los Angeles area head with responsibility for real estate financial services in the Los Angeles Basin and western states.

Kathy Habash recently joined the Irvine-based architectural design firm of WMF Designs Inc. as director of interior project development.

Michael E. Merrill, a San Diego labor relations attorney, has been appointed to the national membership development committee of the Associated General Contractors of America.

Herc A. Heinle has been promoted to director of construction for Meister Development Group in Newport Beach.

Steven DeLapp and Christopher Lee have been promoted to partners in the real estate services division of Laventhol & Horwath, Los Angeles.

David B. Lucus has been named an associate of Williamson & Watts Architects, San Diego. He joined the firm in 1978.

Edward Saltzberg, consulting mechanical engineer and president of his own firm in Van Nuys, has been given a special award for 25 years of service as secretary of the Southern California chapter of the International Assn. of Plumbing & Mechanical Officials.

Dennis Bushore has been appointed project manager for WSLA Development Corp. in Costa Mesa. The firm has added Bob Perryman to its management team as assistant project manager.

Charles Warner Oakley has been named vice president of John Carl Warnecke & Associates and will continue as director of design and director of business development for the firm's Los Angeles office.

John Patrick Longfellow has been appointed sales manager for Maxim's Suite Hotels. He previously served as Western regional director of sales for Rockresorts, Los Angeles.
