The Board of Education has announced that its contract negotiations with the Beverly Hills Education Assn., the union representing the teachers, have reached an impasse. The district will request a state-appointed mediator to help the parties resolve their differences. Both sides met Friday but were unable to reach an agreement. School officials said that a major area of disagreement has been the hours of instructional time at the high school.
