Hugh Scheffy, a certified public accountant and noted mountaineer, has joined Pacific Scene, San Diego, as senior vice president and chief financial officer. He plans to relocate with his family from their Denver home to the San Diego area.

Larry Palmertree, most recently vice president of Frost Construction Co. in Tempe, Ariz., has been named president of TOLD Construction Co. of Camarillo.

J. Robert Gilroy, a former president of San Niguel Equities, has been appointed president of the Sammis Realty Investors, Irvine.

Terence Baker has joined John Laing Homes Inc. as vice president of land acquisitions, the U.S. subsidiary of the London-based John Laing PLC. He has been affiliated with the firm since 1978 and his responsibilities include land acquisition, market research and strategic planning.

Douglas J. Nail has been named director of acquisitions of Collins Development Co.'s investment division in San Diego. He previously served as project manager for Central Savings & Loan Assn.

Thomas W. Chadwell has been named director of land development for Meister Development Group, Irvine. Chadwell served as a project manager and contract administrator for Psomas & Associates, Costa Mesa.

Michael I. Katz, a partner in the Los Angeles law firm of Katz & Block, is the 1985 president of the Apartment Assn. of the San Fernando Valley and Ventura County, succeeding Joseph Cobert, partner in the law firm of Boock & Cobert, who will serve as first vice president.

Jeff Osheroff has joined Don Wilson Development of Torrance, as vice president and partner. He was a vice president in charge of development and leasing for the Watson Land Co.

James R. Wadsworth has been named regional vice president of Watt Investment Properties Inc., Santa Monica, a subsidiary of Watt Industries Inc.; Keith D. Weiner has been named a vice president, and Suzanne Huhn, financial officer.

Mark S. Bloom recently joined Bowlen Holdings Inc., San Diego, as a controller. He was associated with the accounting firm of Jassoy, Graff & Douglas.

Michael Grady has been promoted from vice president to senior vice president at Interior Resources, Los Angeles.

Jeff Cunningham has been appointed manager of the California division regional office of Robert E. Bayley Construction, Los Angeles. Deborah Kerr has joined the firm's project engineering staff.

Jerry Cox has assumed responsibility for sales and marketing for Valley Crest Landscape Inc., Calabasas, in Orange County and San Diego and in Denver.

KCBS 74 "Real Estate News" producer/host Brian Banmiller of San Francisco has been selected a 1985 Janus Award winner for achievement in financial news broadcasting by the Mortgage Bankers Assn. of America.

Randy Cate recently joined the Koll Co., Newport Beach, as regional acquisitions manager, a newly created position that marks further expansion of the firm's acquisition team.

Robert C. McMaster has been appointed to the position of vice president at Genstar Mortgage, Glendale.

Brian Johnson has been appointed project manager for Monarch Beach for Stein-Brief Group, master planner for the development in southern Orange County.

Lawrence A. Fischer has rejoined Coldwell Banker Real Estate Group, Los Angeles, as vice president of national accounts. Gregg O. Dawley, an asset manager for Coldwell Banker Capital Management Services, has been appointed an assistant vice president of the national real estate service firm.

Wes Hylen has joined the Irvine Community Development Co. as senior director for the Infrastructure Development Group, Newport Beach, an independent operating unit of the firm.

John Diemoz recently joined Collins General Contractors as a project engineer for the firm's Joint Venture and Special Projects Group, San Diego.

Kate Heppler has been appointed sales director for Bear Brand Ranch, a coastal hillside community in Laguna Niguel.

Bruce E. Tabb has been appointed executive director of Charlton Raynd Development Co., San Diego. He was financial manager of the development arm of La Salle Partners in Denver.

Michael Maher was recently named senior vice president of Traweek Investment Co., Marina del Rey.

Eugene P. Carver of Los Angeles has been elected the 1986 vice president of the American Society of Real Estate Counselors. Since 1969 he has been president of Hoffman Properties Inc., Los Angeles.

George E. Thomas, an independent developer and contractor, has joined the Paragon Group of Los Angeles as vice president of residential development for the Western region. Jeremy B. Fletcher, formerly with Turner Construction Co., has been promoted to vice president of commercial development for that region.

Julian Weinstock, chairman of the board and chief executive officer of Weinstock Construction Corp., Studio City, served as chairman of the Committee of Sponsors for the recent Israel Independence celebration.

Chick C. Willette was recently promoted to vice president of marketing, sales and business operations for Irvine Community Development Co., Newport Beach.

Hugh Hilton was recently named a senior vice president and director of acquisitions for Karsten Institutional Realty Advisors, a division of the Karsten Cos., Los Angeles. Jordan A. Hamilton and Thomas A. Patton have been named assistant vice presidents with asset management responsibilities.
