The Alhambra City Council has instructed the city staff to redraw the boundaries of a proposed parking and business improvement district along Valley Boulevard to exclude businesses without parking problems. The proposal had called for assessing 507 businesses along Valley Boulevard and adjoining streets from Almansor Street to the western city limits to pay for development of parking lots. A fee of three times the business license tax on each of the businesses would have raised $108,000 in the first year. But some property owners complained that they do not have a parking shortage, and the council instructed the staff to narrow the boundaries to those properties that would benefit from the plan.
