The City Council has approved a $39-million budget, including $20 million for the Redevelopment Agency, for fiscal year 1985-86.

In a departure from previous policy, the council earmarked all the city's gas tax funds for capital improvements, authorizing a $3-million increase in expenditures for streets, water systems, parks, public facilities and storm drains. In previous budgets, a portion of the gas tax funds was transferred annually to the general fund.

At its Monday meeting, the council also approved a 5% increase in residential rates for garbage collection, from $6.10 to $6.41 monthly.
