The City Council by a 3-2 vote has overruled the Planning Commission and approved plans for construction of 21,825 square feet of offices and stores in a condominium complex at 200-230 W. Valley Blvd.

Councilmen Michael Messina and Talmage V. Burke voted against the project after residents complained that it would add to traffic congestion and parking problems on Valley Boulevard. Other council members noted that the project would provide more parking space than is required by the city code and meets other city standards. The council approved a tentative tract map and a commercial planned development permit for the project, proposed by Su Guan Liang and Ng Ren Gon Su.
