American Savings & Loan Assn.'s previously reported acquisition of 13 retail savings offices from Pacific Savings Bank has been completed . . . Flying Tiger, the air-cargo division of Tiger International, said it has been awarded a $74.4-million contract for cargo and passenger services by the U.S. Military Airlift Command . . .
