The El Monte City School District has adopted a $29.3-million budget for the 1985-86 school year, up from $26.8 million last year. About $21 million is expected to come from property taxes distributed by the state, and the rest will come from grants for special projects and programs, Supt. Duane Dishno said.

The budget increase reflects an extra $900,000 in revenue from state and federal sources and a $1.5-million surplus from 1984. Dishno said about $1.9 million of the extra funds will be used for a 7% pay raise for the district's 434 teachers, 480 classified workers and 54 administrative and professional employees. Another $500,000 has been allocated for deferred maintenance on school campuses, instructional materials and new equipment. The district serves more than 10,200 students in kindergarten through eighth grade.
