Review of Pigeon Ordinance Ordered

MANHATTAN BEACH — The Board of Zoning Adjustment, divided on how to handle a dispute between residents and a man who keeps racing pigeons, called for a Planning Commission review of the ordinance governing pigeon hobbyists. The City Council will consider the request Oct. 13.

Several residents of 27th Street told the board last week that droppings from Joseph Arrigo's pigeons were damaging their property and making outdoor activity impossible. They said Arrigo has violated the terms of a city permit that requires him to release his 85 birds only between 5 p.m. and 9 a.m.

Arrigo, joined by representatives from racing pigeon organizations, assured the board that the strict feeding schedule he uses would preclude the possibility that the troublesome droppings come from his birds.

The board of adjustment defeated two motions by 3-2 votes. One would have established informal mediation between the two sides, monitored by a city representative. The other would have revoked Arrigo's permit on grounds of non-compliance.
