The Garvey School District Board of Education has adopted a $22.9-million budget for the 1985-86 academic year, a 12.3% increase over last year's $20.4-million budget. Expenditures are expected to exceed income by $993,671, but the difference will be covered by a $1-million surplus from the 1984 school year, said Lane Teaney, assistant superintendent for business services.

The school board also has approved a 7.5% wage increase for all district employees. The increase will cost the district another $1 million, Teaney said, and will be paid from the district's contingency and reserve fund.
