The city has rescinded its ban on fortune-telling after a state Supreme Court ruling that such bans are illegal. The city has adopted an ordinance requiring a background investigation of owner-operators, a business license fee and a conditional-use permit. A $10,000 bond must also be posted with the city clerk, said City Atty. Richard Morillo. Fortune-tellers may operate in commercial general zones, which would exclude the Myrtle Avenue business district.
