The City Council voted Monday to establish a preferential parking area on Schaefer Street from Higuera Street to National Boulevard.

Residents had asked for the designation, saying the two-hour parking restrictions on the street were an inconvenience. Preferential parking allows tow permits to be issued to each address on the street at a cost of $12 a year.
