Killings of youths in Chicago have declined sharply in the year since the city launched its anti-gang program, a police spokesman said. Cmdr. Edward Pleines of the police gang-crimes unit said that youth homicides fell 38%, from 139 killings in 1984 to 86 so far this year. He called the figures encouraging, but added: "It isn't going down to the point where we could say there has been an overall decrease in gang activity."
