By Law, Lawmakers Work on New Year's

BOSTON — New Year's Day was a working day for Massachusetts legislators, who, thanks to a clause in the state constitution, convened the 1986 legislative session on the first of the year.

The state constitution requires that "the political year shall begin on the first Wednesday in January." Thus, periodically, members of the House and Senate begin the year's business while most constituents take the day off.
