U.S. Closes Ship-Boarding Case

WASHINGTON — The State Department, after receiving a report on the Iranian boarding of an American cargo ship, has decided that the Iranians were within their rights, and the United States considers the case to be closed, officials said today.

The officials said a report has been received from the U.S. Embassy in Abu Dhabi, where the President Taylor docked after being detained Sunday. The report has been studied, officials said, and the United States plans no further action. Iran has been at war with Iraq since September, 1980, and under international legal precedents, belligerents have the right to inspect vessels in or near a war zone.
