The City of Los Angeles has been granted a 20-day extension by the U.S. Justice Department to answer allegations that City Council districts were intentionally drawn in a 1982 redistricting plan to deny Latinos political power, officials said. However, because the legal paper work was not filed in time, the extension agreement between attorneys for the city and the Justice Department was not approved by the judge assigned to the case. U.S. District Judge James Ideman is expected to sign the extension Tuesday, said Ted Goldstein, a spokesman for City Atty. James K. Hahn.
