The Santa Monica City Council Tuesday gave initial approval to a revised law that officials say will limit use of massage as a front for prostitution while allowing professional massage technicians to ply their trade.
The measure tightens the regulations affecting the operation of massage parlors and includes new educational requirements for people applying for massage licenses.
At the meeting, professional massage technicians told the council they were satisfied with the law and praised City Atty. Robert M. Myers, who wrote it.
The law must be passed a second time by the council to be enacted.
