February 13, 1986|Associated Press

NEW ORLEANS — Mayor Ernest Morial dropped his campaign for a seat on the City Council on Wednesday, ending any prospect of his moving directly to another elected position after he leaves office in 2 1/2 months. Morial, 56, the city's first black mayor, had failed twice to get a charter change so he could run for a third term as chief executive.
