A tentative settlement was reached in contract talks between the union representing 18,000 communications workers and General Telephone Co. of California, a company spokesman said. Talks between the Communications Workers of America and the telephone company had been stalled since March 5, with the union opposing a proposal for a two-tiered wage system and reductions in health benefits. General Telephone spokesman Paul Klein said the tentative agreement does not include the proposed two-tiered system, but he declined to provide details pending the contract's approval by the union's membership.
