The City Council has authorized the city attorney to "file any appropriate action" to deal with health and housing code violations at homes in the 800 block of Irena Avenue.
City and Los Angeles County inspectors issued numerous citations last week at seven 50-year-old bungalows owned by Werner Sylla. They said they found exposed electrical wiring, cockroach and rat infestation and leaky roofs.
A city building inspector said Sylla has repeatedly violated the city's zoning code by using the bungalows' backyards to park cars and by constructing an illegal eight-foot-high fence.
Sylla contends that he maintains the properties adequately and that officials are harassing him.
