Carson City Clerk Helen Kawagoe, who has been in office since 1974, has been elected president of the International Institute of Municipal Clerks.
The clerks' organization, which is headquartered in Pasadena, has a membership of 7,800 in the United States and more than a dozen foreign countries. It provides training for city clerks, maintains an extensive technical library, runs a certification program for clerks and advises training programs at universities in the United States and Canada.
Kawagoe is the first Carson official to head a professional group since the city was incorporated in 1968. She is a former president of the City Clerks Department of the League of California Cities. Kawagoe will serve one year as president of the clerks' organization.
