Soviet Captain Charged in Sinking of Tugboat

ATHENS — Police charged the captain of a Soviet cruise ship with manslaughter in the sinking of a Greek tugboat and the drowning of an engineer, a Merchant Marine Ministry spokesman said Sunday.

Constantine Sarokin, 55, skipper of the 21,460-ton Feodor Saliapin, was also charged with causing a shipwreck through negligence.

The Greek engineer drowned Friday in the port of Pireaus when the Soviet liner, with 210 passengers aboard, increased its speed before the tugboat Armadores, which was guiding it out to sea, could detatch itself from the liner.
