A moratorium on commercial salmon fishing off southern Oregon and Northern California was ordered by state and federal agencies, whose biologists estimated that the quota of 67,000 Chinook would be reached by this weekend. The action affects the area between Cape Blanco, Ore., and Point Delgada, Calif. Officials said the season may reopen after mid-July, depending on biologists' reviews of fishery and landing data. Recreational fishing is not affected by the moratorium.
