Construction has started and a spring, 1987 completion has been scheduled for the $9-million, 37,000-square-foot headquarters building for CIGNA Healthplans of California Inc. at 400 S. Sepulveda Blvd., Manhattan Beach.
The developer, Blakesley Comstock Development Co. Inc., Manhattan Beach and San Jose, will retain ownership of the land and the building; CIGNA Healthplans will be the sole tenant.
The two-story building was designed by Albert & Wurzberger, Los Angeles-based architectural firm. Millie & Severson of Los Alamitos is the general contractor. Construction financing will be provided by Citicorp Real Estate Inc.
