Robert H. Craven has been promoted to senior vice president of Dwyer-Curlett & Co., Los Angeles. Scott R. Meseck, Matthew B. Weinberg and Geoffrey A. Graham are new vice presidents.

Harry Merrill has been promoted to senior vice president at the Lusk Co., Irvine. He has been with the firm for more than 20 years and has been involved in land acquisition and corporate administration.

C. Marvin Hart has been named vice president and general manager of Martin Management Co., Rancho Mirage. He previously managed apartment projects for various corporations.

Douglas C. Paul, pictured, has succeeded James Fairman as president of Project Design Consultants. Paul, Fairman and James Hutchinson founded the San Diego-based firm 10 years ago.

Lila Walsvick has been named project sales manager for Corte Madera, a Davidson Communities' neighborhood in Rancho San Diego.

Richard Sciuto has been promoted to vice president of construction at Century American Corp., Orange.

Norman F. Fournier, formerly with National Western Devcorp in San Diego, has joined Homart Development Co. as senior development director for the San Diego and Phoenix areas.

Lee C. Barnard has been named project superintendent for the San Diego regional office of Cadillac Fairview Industrial Development Inc. He was previously associated with Christiana Builders.

Steve McGill, who joined McMillin Development, San Diego, as a project manager in 1978, has been promoted to vice president for planning and acquisition.

Ed Patton has been named general partner of West Village, the first phase of the Villages of Singing Hills, a residential/resort community in El Cajon.

Robert T. Law has been promoted to vice president of operations at Quail Contractors, Rancho Mirage.

Rob Norris has been promoted to vice president and Southern California regional manager of Norris, Beggs & Simpson, Newport Beach.

David T. Jeffers has been promoted to director of planning for Engineering Service Corp., Culver City.

David H. Holdaway, a veteran in construction management, has been appointed project manager of Phase II of Pacific Design Center's Expansion Project.

Dave Neal has been promoted to vice president of construction at the Orange County-based Landform Industries.

Joseph H. Quinn has been promoted to vice president of marketing for the Pennhill Co., Orange.
