Larry D. Goebel has been promoted to vice president/national marketing director of Coldwell Banker Residential Affiliates Inc. He will direct national marketing expansion research and strategy. John F. Herbst of the San Fernando Valley office of Coldwell Banker Commercial Real Estate Services, has been named an associate vice president of the firm.

Stephen C. Brown has been named treasurer of R. A. Rowan & Co., and will be responsible for all financial operations and investments for the Los Angeles-based real estate firm. Previously, Brown had served as a financial planner for Ducommon Inc., Los Angeles, and as a controller for DNR Industries.

H. Carl Muhlstein, senior vice president at Cushman & Wakefield's downtown Los Angeles office, has been appointed financial services director for Cushman & Wakefield's Western Region. He will oversee operations in Northern and Southern California, as well as Oregon and Washington State.

Grady D. Dutton has been named vice president of planning and engineering at Lomas Santa Fe Development Corp., an affiliate of Lomas Group, San Diego. Dutton will be in charge of planning residential construction projects for Lomas Group and overseeing all related engineering aspects.

Ricardo A. Valencia Jr. has been named property manager of Grand Central Business Centre in Glendale by Property Management Systems of that city.

David L. Hendryx has been appointed vice president of finance at Gfeller Development, Tustin; Linda Freedland has been promoted to vice president of residential sales and marketing.

Victoria L. Jeans has been appointed national director of marketing for Corbin/Yamafuji & Partners Inc., Irvine.

Michael E. Maguire has been appointed chief underwriting counsel and Ray E. Sweat, currently in that position, assumes the position of chief underwriting counsel (emeritus) at Ticor Title Insurance Co.

Gordon F. Stephens, manager of Coldwell Banker Real Estate Management Services' Los Angeles office, has been named a vice president. Robert A. Spira, Coldwell Banker Commercial Group counsel, has been promoted to senior counsel.

H. Robert Herold has been promoted to senior vice president in charge of construction loan administration at the Pasadena headquarters of First Interstate Mortgage Co.

Donald E. Stephenson, former executive vice president of the Sheraton Corp., has been named president of the newly formed Global Hospitality Corp., San Diego.

Robert Englekirk has been awarded the Henry C. Turner award for 1985 by the American Concrete Institute. He is president of Robert Englekirk Consulting Structural Engineers Inc., Los Angeles.

Joan C. Woodard has been appointed a vice president of Disney Development Co., with responsibility to oversee West Coast real estate activities of the Walt Disney Co., Burbank.

Michael D. Couch, a former division president of Vintage Properties of Menlo Park, has been named president of Grupe Properties Co., a division of the Grupe Co.

Lawrence Chaffin Jr., a partner of O'Leary Terasawa Takahashi De Chellis & Chaffin, has been appointed to the California State Board of Architectural Governors by Gov. George Deukmejian.

Neil Morchower has joined WMJ Consultants Inc., as a vice president of the Newport Beach-based construction evaluating and monitoring firm.

Gerson D. Ribnick of Gerson D. Ribnick & Associates, Encino, has been appointed by the Southern California Gardeners Federation to represent the group as governmental relations consultant and advocate.

William A. Ims Jr. has been promoted to vice president and district manager for the Solana Beach office of Grubb & Ellis Residential Brokerage Services.

John C. Pentz has been named an associate partner in Hughes Investments, Newport Beach.

Richard Callen, marketing director at Intradesign, Los Angeles, and James M. Isola, a planner and designer, have been named senior associates at the firm. Other appointments include six new associates: David Hyun, Virginia Ball, Agnes Laufer, Jerry Beale, Rick Mayhew and Cynthia Forchelli.

John H. Foster has been named vice president and general manager for Hydrotech Consultants Inc., Irvine. He had previously served with subsidiaries of the Irvine Consulting Group.

Judy K. Cairns, formerly with PMI Mortgage Insurance Co., has been appointed vice president, conventional loan production, at Genstar Mortgage.

Jeri Cohen has been promoted to assistant vice president of loan origination for ARCS Mortgage Inc., Canoga Park.

Daniel Teran has joined Hopkins Development Co. of Newport Beach as controller. He was previously associated with Carter, Hawley, Hale Stores Inc.
