BUDAPEST, Hungary — A comprehensive program to stop drug abuse is being launched here, the official MTI news agency said Wednesday.

The program, adopted by the State Youth Commission and three ministries, includes educational publications, the shooting of three films and a telephone advisory service.

"The measures are hoped to prevent the use of narcotics from assuming such proportions as in the West," the agency said.
