The Federal Election Commission fined a campaign committee of Rep. Jack Kemp (R-N.Y.) and a Kemp political action committee $2,750 each, after finding that election law was violated when one group sold copies of Kemp's book, "The American Idea," to the other in August, 1984. Documents showed that the campaign committee sold the PAC thousands of copies of the paperback collection of Kemp's speeches at a total price of $23,366, of which $5,000--the legal maximum--was treated as a contribution to the PAC. The commission said the PAC took too long to repay the balance--until December, 1985--so the donation was $18,366 more than the law allowed.
