Two Los Angeles men have been arrested in the Northern California city of Richmond as suspects in the murder of Larry O'Neal Allen, 31, in what police said was a dispute over a dope deal. Lt. Joseph Freia of the Los Angeles Police Department's 77th Street Division said Allen was shot several times during a street-corner quarrel with Kenneth Peoples, 23, and Gregory Hegwood, 25, in the 500 block of West 77th Street last Saturday. Freia said Peoples and Hegwood, identified by witnesses, fled to Richmond, where they have relatives, and were picked up there at the request of Los Angeles homicide detectives. Richmond police recovered two guns, Freia said.
