A federal magistrate denied bail for a Soviet citizen held on spy charges despite assurances from his government that he would show up for court appearances. Gennadiy F. Zakharov, 39, a Soviet citizen employed by the U.N. Secretariat in New York, was arrested on a subway platform last Saturday as he allegedly purchased secret defense documents from an FBI informant. U.S. Magistrate Carol B. Amon ruled that the government had proved Zakharov might flee the country if released.
