Career diplomat Charles E. Redman was appointed by Secretary of State George P. Shultz as State Department spokesman, succeeding Bernard Kalb, who resigned two weeks ago. Redman, 42, has served as deputy spokesman for the past year and a half. In making the announcement, Shultz said Redman "is one of the brightest and most capable people we have." He said President Reagan also intends to nominate Redman as assistant secretary of state for public affairs, a post also held by Kalb.
