Vern Ruhle of the Angels declared for free agency along with four other players, the Major League Players Assn. said. The Angels said Thursday that they did not intend to sign Ruhle for next season. Joining Ruhle were New York Yankees infielder Willie Randolph, Toronto catcher Buck Martinez, Chicago Cubs infielder Chris Speier and Milwaukee catcher-outfielder Charlie Moore.
