Reagan Vetoes Clean Water Bill

WASHINGTON — President Reagan, acting just hours before a midnight deadline, vetoed legislation today that would have provided $18 billion to curb pollution of the nation's waterways.

"Unfortunately, this bill so far exceeds acceptable levels of intended budgetary commitments, that I must uphold my approval," Reagan said in his veto message.
