January 22, 1987

House Speaker Jim Wright (D-Tex.), addressing the U.S. Conference of Mayors, said Congress wouldn't go along with the President's proposal to cut anti-drug spending. Invoking the words of Reagan's own "just say no" anti-drug campaign, Wright said: "When he asks us to make these cuts, we'll just say no."
