The Solution Is Simple

There was a striking dichotomy between two articles that appeared in the Jan. 14 Business section of the Times. On Page 1, we had: "Congress Split on Way to Deal With Huge Trade Deficit."

Then, on Page 3, in an article headlined "U.S. Shoemaker Opens Trade--His Way," we read that Japan has a 27% tariff on U.S. shoes, compared to U.S. tariffs of 2% to 5% on shoes imported from Japan.

It doesn't take a genius such as Clayton Yeutter, the U.S. trade representative, to figure out that we must either demand that the Japanese lower their shoe tariff or raise ours to their level.
