President Reagan, giving a preview of his State of the Union address, said he will renew his pledge to bolster the contras in their bid to overthrow the Nicaraguan government. In his weekly radio address, delivered from Camp David, Md., the President said he will also speak on national security, the Strategic Defense Initiative and economic growth and curtailment of government spending through a balanced-budget amendment to the Constitution when he addresses a joint session of Congress Tuesday night.
