BEIJING — Thirty-one people drowned and seven were missing after their small boats overturned off the East China coast while they were fishing for baby eels, the official Shanghai Evening News reported Monday. Most of the eel fanciers, who sailed into the open sea in a flotilla of small wooden boats, had no sailing experience, the newspaper said.
