Los Angeles Mayor Tom Bradley has named Joseph S. Dunning, a retired aerospace executive and longtime Bradley political supporter, to the Southern California Rapid Transit District board of directors. The 71-year-old Hollywood Hills resident replaces Norman Emerson, a public affairs consultant, who is resigning. Dunning, a former vice president of Douglas Aircraft Co., said he has no transit background and "no preconceived notion" about the RTD or its reported troubles. The appointment is subject to City Council approval, which is usually routine.
