San Pedro : Scouts Honor Planner, Wife

Los Angeles City Planning Commissioner Sam Botwin and his wife, Fran, have been named Citizens of the Year by the Harbor District of the Boy Scouts of America.

Residents of San Pedro since 1947, the Botwins have been active in numerous community groups. Sam Botwin, past honorary mayor of San Pedro, has served on various fund-raising committees for the Explorer Scout program. He was a Boy Scout as a youth.

Fran Botwin has served as president of the Palisades Homeowners Assn. and was co-organizer and charter president of the San Pedro and Peninsula Homeowners Coalition.

She was also active in efforts to block a proposed offshore airport near San Pedro, halt a proposal to put oil rigs off the San Pedro coastline and helped keep the Sanitation Districts from building a treatment plant at White Point.

The Botwins, who will celebrate their 48th wedding anniversary in November, owned and operated Cabrillo Liquor until 1981, when they sold the business.

They will be honored at the Boy Scouts' 11th award dinner May 2 at Mary Star of the Sea Auditorium. The event raises money to support scout programs in San Pedro, Wilmington, Harbor City, Lomita and Carson.
