Monrovia : Permit OKd for Housing

The City Council has approved a conditional use permit for a senior citizens housing facility on Foothill Boulevard and Fifth Avenue.

The 175-unit facility, called "congregate care" because residents will eat in a common dining room, was opposed by the owner of the Foothill Developmental School, just south of the proposed project.

The school's owner, Mary Finkle Jessey, said noisy children would disturb the residents, which would lead to complaints and eventually action to close down her school. The developer, Sequoia Realty, has agreed to increase landscaping between the housing facility and the school to reduce noise.
