What's a Rip-off?

July 26, 1987

So Franklin and Eva Hardy are disgusted that they have to spend 75 in Selfridges before they are able to claim their VAT back on their purchases (Letters, July 19). Maybe they are not aware that the VAT is the equivalent of the U.S. sales tax, which is not refundable here under any circumstances to foreign visitors. Would they call this a real rip-off?
