Chiles promoted Howe, who has a history of drug problems, from the minors last month without Commissioner Peter Ueberroth's approval.

Ueberroth, who met with the owners Wednesday, has an unwritten policy that players who have undergone substance abuse rehabilitation should spend 60-90 days in the minors to assure that they have their problem under control.
