Teachers in Indianapolis were expected to take a strike vote and join the thousands of teachers in seven states who were already on strike, with an estimated 700,000 students affected. In Chicago, where 430,000 students were without teachers, the dispute remained deadlocked. In Detroit, with 185,000 students affected, negotiators were ordered back to the bargaining table. In Revere, Mass., a three-day walkout affecting 43,000 students was believed near an end as teachers and administrators reached a tentative agreement.
